"The Role of the Youth Organisations

in the promotion of Peace and Reconcilation,

and in situations of humanitarian emergencies"

A Youth Forum was organised about the role of the the youth organisations in the promotion of Peace and Reconcilation, and in situations of humanitarian emergencies.

The reason for holding this debate is because including youth policy in the governmental political guidelines is becoming more than an urgent issue. Never before, young citizens were involved in their societies, as they tend to be today. Nevertheless, this change which is mainly due to the proper initiative of the young themselves should be strongly supported by the official authorities in order to ensure a maximum efficiency. This support cannot be, by no means, guiding the youth initiative or limiting its latitude of action, because such an approach is fatal to the whole "young civil society" which is the nucleus of the civil society itself. Many countries, mainly in Europe, proved to be of a valuable help for their youth structures, but keeping them away from the traditional political clashes. This "nuance" is crucial in planning any country's youth policy.

The workshop treated three main topics.

    - The first one was about the role of the youth organisations in the civil society.

    - The second one was about the role of the youth organisations in promoting peace and reconciliation.

    - The third one was about the role of the youth organisations in tackling humanitarians emergencies.

The participants were requested to generate ideas, and mainly proposals that are to be submitted to

    -The Turkish Authorities

    -The Partners' Committee of the Peace Cruise

along with the proposals that we expect to receive following a similar  round table on the same subject that is due to take place in Athens at the end of the Peace Cruise.

1.Youth & Civil Society

The first working group found that youth structure have a major role to play in the realisation of genuine democracies. They found that the present social structure is old and traditional and that youth organisations have to be more creative while designing their projects to ensure more participation. Today's young persons are tomorrows adults; hence training young persons and educating them on democracy was suggested mainly by using the opportunities, such as projects similar to the Peace Cruise. The group posposed as well the co-ordination of all youth efforts in order to become strong partners of the political decision-makers.

2. Promoting Peace & Reconciliation

The second topic was about our role in promoting peace and reconciliation. Again, peace educational projects were proposed specifically those who cover conflicts management topic. Developing the organisations public information on this particular topic was also suggested in order to decrease the gap between existing generations. Along with creating favourable conditions for young persons, conceiving common projects for the conflicts region was proposed by the group as well.

3. Humanitarian Emergencies

The third working group found that the role of youth structures in humanitarian disasters depends mainly on the level of the public services of each country. Most of the practical proposals are related to the personnel training because such an action requires specific technical skills to strengthen the networking capacities of the concerned parties. The empowerment of the organisations should be conducted by the International Volunteer institutions.

At the end, we do believe that these initiatives are complementary to the designed objectives of the Peace Cruise, which is mainly to help the young committed citizens playing a more active role within their respective societies and promoting the Universal values of Peace, non-violence, solidarity, Human rights, democracy.

In this respect, the Euro Mediterranean Youth Action Programme launched by the European Commission (DGXXII) should facilitate the implementation of several requests within a framework defined by the Youth NGOs themselves.

And as it is well stated in the UNESCO constitution preamble:

" Since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed".
